and its been on and off for atleast 6 months.

6 months is too long to not make a move.
Him staring you down and making direct contact is not the behavior of a shy male.
He either only finds you attractive but not attracted enough to approach or he is not available.
Do something different with your hair like add color or something.
This MAY add a bit of spark or interest on his part.

I used to see him like once a month,... if that, and the last 2 weeks its been multiple times and the attraction seems to be getting stronger. I am feeling maybe he will soon if we keep seeing one another so frequently

I guess relationship more than anything
Try these:
1. Go around him and pretend like you lost something and you're looking for it. If he's a decent human being, he'll help you look for your non-existent lost item. Talk to him as you're both looking for it. Acquaintanceship is formed 🙂
2. Ask for directions to some place when you're leaving. As he's explaining, ask open ended questions like you're clarifying.
