It is a sign of yo-yo dieting. Some parts of you body are more difficult to get rid off the fat but the same place will be the first to accumulate it. So if you are constantly dieting your body get out of proportions.

yeah like the thighs or stomach for most women.
butt is different though. lol i read some women get fake butts so if that makes them happy cool.
i think it depends on the man's placements though.
