Rarely will Virgo sun/cancer moon initiate I think. But if he's not seeing anyone else and you chase him, he'll give in eventually or not. Why do you want him?
I once dated a Virgo/Cancer and he absolutely initiated everything after our first date. He was a super busy attorney but he still planned dinners, concerts, even threw me a surprise birthday party.
