Oh dear, from my experiences past and present, Virgents will flirt like no other.
However, if they are taken and in a committed relationship, they would not touch you with a ten foot pole, even if they do, it would only be out of common courtesy and within socially acceptable boundaries. Although, please take this observation with a grain of salt. Certain Virgents could get a bit naughty unless scolded or restrained, or having made enough mistakes to know better.
When they are single, they will flirt quite a fair bit verbally but they will somehow remain rather cold in regards to the tactic touch. If they have consumed quite a fair amount of alcohol, that is a different story altogether. They become a different beast when they are inebriated.

Need more information. What other types of affection does he show? If I like you, it'll become blatant. I will sit closer to you or playfully nudge you. I'll look deep into your eyes while you speak without breaking my gaze. And hugs can be generic. My hugs differ from a friend's hug because I give lingering hugs 😉. The kind where I'll rub your back while hugging you. And if you reciprocate I'll sense the feeling is mutual.
