Libra male and females don't necessarily operate on the same wavelength.
The only time I'd "bitch" (Since people can't tell the difference between complaining and telling it like it is) is when I am telling them to follow my orders and that would be when someone is a fuckin slob in my house after I've cleaned, or their fuckin lazy and sit around when work is to be done. That ain't bitching though, that's whipping mother fuckers into shape.
All and all I don't have time to complain, that isn't productive. I I'll just tell it like it is and make shit happen.

I have a close male friend who's a libra who I do love and as I am not perfect, I deal with his imperfections. Guy always accuses me of being bitchy when he is well known around our circle as being the biggest bitch ever. Almost a superiority complex or something. I also work in IT and take calls from clients who have to give their DOB for identification purposes, nearly all the clients I have difficulty with are goddamn Libras. Just plain old bitchy for no good reason. What gives people?

There are reasons behind it but typical Libra won't unveil themselves. Nothing worse than exposing more cracks.
