In the US, I really like Pittsburgh. Lots of restaurants, universities, museums, etc. Which I didn't necessarily expect from it.

I live in the country. No neighbors. I love it.
Florida, I was just on the west coast and had no clue how different it was to Miami / South beach area. I would love to pack up and move over there. I would need to find a more diverse neighborhood though.
In the US mostly the north west... Washington, Oregon, Montana, Idaho, Wayoming and/or m a y b e Utah.
As far as Canada goes... I’d love... LOVE to live around Vancouver Island or around Vancouver, tying up with parts of Alberta.
Alternatively somewhere in Patagonia or the Caribbean 😬

As for the assertion it makes, the article hits on some salient points primarily that of systems both of the formal and informal variety that support the poorest communities in the city have been put under tremendous strain because of the pandemic. I would add that seeing crime uptick as a result of that is to be expected from a sociological perspective.
With that being said the notion that the incarcerated are driving the uptick is dubious:
"Mayor’s Office of Criminal Justice in January [2021], between 95% and 97% of the tens of thousands of New Yorkers who were arrested and charged with a crime in 2020 were not rearrested for another crime while awaiting their case. Of the group who were rearrested after being released without bail, less than 1% were charged with a violent felony.
Of the roughly 9,000 New Yorkers awaiting trial on a violent felony charge in September of 2020, 96% were not rearrested on any charge, and 99% were not arrested for another violent felony, according to the report. These figures have remained steady before and after bail reform was passed.
“There isn’t a viable, reliable connection between, these folks are being released pretrial, and these are the same folks who are going out picking up guns and committing shootings and other serious crimes,” said Krystal Rodriguez, the deputy director of jail reform at the Center for Court Innovation.
If anything, New York’s judges increased the number of cases in which they set bail in the latter half of 2020, a rise that a Center for Court Innovation study attributes in part to “unsupported claims from public officials, amplified in the media, that bail reform was a primary factor in New York City’s spike in shootings and murders in 2020.”
Furthermore, the notion that big bad criminals already caught up in the system are spurring violence is a fallacy.
The more accurate reasons are hella complex and NOT unique to NYC (though our rates over the past two years have been elevated they are still coming at the tail end of a historical (and steep) downward trend of shootings in the city. Our uptick is similar to other cities across the U.S. experiencing similar surges in violent crime...per capita we are still one of the largest safest big cities in the country.
Going even further, beyond the 20+ conscious years of living in the city through the 90's and early 00's and 5 years of community organizing in some of the most turbulent neighborhoods of Brooklyn: East Flatbush, Flatbush, Crown Heights, Bed-Stuy, Brownsville, East NY, Canarsie...and uptown Manhattan: Washington Heights and the Bronx... I know for a certified fact that things are not the best but nowhere near the warzone that conservative outlets like the NYpost and WSJ make it out to be...also please note that most NYers take the Post and WSJ with major grains of salt because of their conservative bent.

I’ve researched the area, cost of living, and how long I can stay in the country. 6 months at a time and the rents are reasonable.
Several American companies are setting up shop in Mexico City.
I have heard that the altitude is high, so I wanna stay in increments. 2 weeks, 1 month, 90 days, 180, etc till I get to 6 or 5 months

I am hollering at how hard people are trying to paint NYC as this miasma of death.
As stated before every single major metro area in the U.S. has had elevated violence levels relative to its state historically.
As stated before crime levels in every major metro has increased significantly due to the pandemic and other complicating factors related to it (chronic unemployment, low wages, ballooning health care costs, ballooning food and fuel costs...etc). While NYC has elevated rates compared to the historical trend of the past few decades historically we are still much below our worst behavior.
Also OP you should know that the average per capita violent crime rate of Des Moines is actually higher than our beloved city of NYC.
While you may have areas of the city with higher per capita rates like The Bronx and uptown Manhattan (which by the way host some of the poorest and most pandemic affected neighborhoods in the city) many areas of the city have violent crime rates than the historical trend in Des Moines. Go figure.
I'll move to Maine then.
