There are so many that come to my mind because I've seen so many films, so I'll list a few that might not be mentioned by others:

Reverend Harry Powell (Robert Mitchum) - Night of the Hunter (1955)

Arthur "Cody" Jarrett (James Cagney) and "Ma" Jarrett (Margaret Wycherly) - White Heat (1949)

Ellen Berent Harland (Gene Tierney) - Leave her to Heaven (1945)

Legit Scary Charismatic Mofos who give you the creeps. So Bond and Marvel Villains are boring imho cause they use gadgets

and pyjamas to be scary. Except that Cop played by Viola Davies. I really hated that Character.

Joaquin did a phenomenal job with that character! So much so, he inspired irrational dislike in me for years after the movie came out! In a bit of irony I find it highest form of appreciation for his contribution lol

I find the character is so easy to loathe because he touches on some very basic/primal emotions we’d like to think are no more than an old stain on humanity’s history now long discarded but sadly not so much.

Wonder if his character is the cause or the result of his strained relationship with his father. Either way, repugnant no matter how you slice it!
